Benoa Port
Infrastructure at Bali’s largest port, Benoa, is currently being developed to accommodate more cruise ships that could significantly contribute to the island’s tourism, the port’s management said Monday.

The development included expanding the wharf, deepening the yacht basin and improving the terminal, said Iwan Sabatini, general manager of PT Pelindo III Benoa, the state-owned company that manages the port.

“We are targeting being able to accommodate more and larger cruise ships. Our total investment for this multi-year project is Rp 600 billion [US$62.2 million] until 2015,” Iwan told Bali Daily.

This year, the project has seen deepening of the basin from minus 10 meters LWS (low water spring) to minus 11 meters LWS to enable the mooring of larger cruise ships with a length of more than 300 meters.

“The most costly part of the project is the deepening and expanding the wharf,” Iwan said, adding that the project would also include building a mooring dolphin.

To improve the cruise terminal, the port would provide more X-ray machines, check-in counters, waiting rooms, as well as other facilities, including preparing officers for customs, immigration and quarantine.

All these improvements were being carried out because this port was a pilot project for the first “turn-around port” in Indonesia, which was one that conducted embarkation and debarkation, Iwan said.

Previously, the port only functioned as a destination port, where cruise ships only made a stopover for several hours to allow the passengers to go sightseeing on the island.

By being a turn-around port, the passengers or tourists taking a tour package, have to wait for several days before embarking. This could increase hotel occupancies and spending that would bring a greater contribution to the island’s tourism.

“If each tourist spends at least $100 per day and they stay in Bali for several days, there would be a significant profit for the tourist industry,” Iwan said.

Next year, 13 cruise ships are scheduled to turn around in Benoa, including Classic International, Companie du Ponant, Crystal Cruise, Orion Expedition Cruise, Seabourne Cruise and Voyage of Antiquity.

The port management recorded that the number of tourists visiting Bali on cruise ships through Benoa in 2011 reached 42,000 people.

This year, the number is estimated to reach 50,000. As of November, there had been 48,600 tourists entering Bali through the port. Next year, the number is targeted to reach 60,000 tourists through 30 cruise calls.

The tourism and creative economy ministry has targeted 300 cruise ships docking in ports all over Indonesia. The ministry’s data showed that the number of cruise calls to the country’s ports had increased from 176 in 2011 to 214 this year. Next year, the number is targeted to reach 300 calls.

Benoa was one of the main ports in the country and contributed 24 percent of total cruise calls and 40 percent of total passengers. It had also been popular in the world as a tourism hub port, Iwan said.

“Our priority is to ensure that all cruise ships could dock in Benoa safely and securely, and all the embarkation and debarkation activities in the terminal could run smoothly with all these improvements,” he stressed.

Letkol Wisnu Airstrip
While the plan to build an international airport in Buleleng remains stuck in an administrative limbo, the regency administration has embarked on an initiative that required much less funding: upgrading the existing Letkol Wisnu airstrip to a small commercial airport.

Located in Gerokgak village, some 30 kilometers west of the Buleleng capital of Singaraja, the airstrip currently serves as the main training facility for the students of Bali International Flight Academy (BIFA).

The upgrade, which has been ongoing throughout this year, has seen the airstrip’s runway extended from 700 meters to 900 meters, as well as the construction of a 180-meter-long taxiway and a 2,400-square-meter apron.

Currently, work is being finished on the construction of the air traffic control tower and the installation of a new navigation system.

Made Arya Sukerta, head of Buleleng transportation office, told that the facility improvement was made possible under a joint cooperation with BIFA.

“The construction of new facilities, including the navigation system and a monitoring tower, is aimed at upgrading the airstrip’s safety system and its comfort,” Sukerta said.

A firefighting team and an ambulance will be ready at all times on site.

“The upgrading will be carried out gradually. For the air traffic control tower construction, we plan to complete this by early January 2013 and will start operations soon after its completion,” he said.

Wiradharma Bagus Oka, chief executive officer of BIFA, told journalists that BIFA had the obligation to maintain facilities at the airstrip.

Previously, the flight academy rented space at the airstrip for its training classes and air training.

The academy pays a meager amount of only Rp 30 million (US$3,108) per month.

“At present, under the joint cooperation, BIFA has to spend Rp 300 million for maintenance of all the airstrip’s facilities and its operational costs,” Bagus Oka said.

He went on to say that BIFA had already constructed the additional 200 meters for the runaway, making it the present 900 meters long.

“Ideally, an airstrip should have a runway that is at least 1,200 meters long,” Bagus Oka said.

In practice, instructors and students of BIFA prefer to use facilities at Belimbingsari airstrip in Banyuwangi in East Java because it has better facilities.

Sukerta said that Buleleng administration would accelerate the process of upgrading Letkol Wisnu airstrip to a commercial airport. The administration has obtained full support from Buleleng Legislative Council.

“We need approval from the Transportation Ministry,” Sukerta added.

Previously, Bali Governor Made Mangku Pastika had expressed his exasperation over the plan to build an international airport in Buleleng.

“It has been so difficult to get a comprehensive report from the Transportation Ministry regarding the plan. The change of minister may have contributed to the delay and lack of clarity for the plan,” the governor said.

The idea to develop a new international airport in Buleleng was promoted several years ago by Jero Wacik, then-minister of tourism and culture, on the grounds that the planned airport would gradually take over from the current Ngurah Rai International Airport in Tuban, which itself would become the second international airport.

Regardless of the major renovation program, Ngurah Rai Airport faces crucial problems with a lack of land that has prevented the airport management, PT Angkasa Pura I, from expanding facilities, especially the runaway, in line with projected requirements. Data from PT Angkasa Pura I demonstrates that the number of passengers keeps increasing. In 2012, passenger numbers reached 12.77 million consisting of 6.59 million domestic passengers and 6.18 million international passengers

The Indonesian government is now preparing five major international airports to implement the ASEAN open sky agreement, which will become fully effective in 2015.

The five airports include Ngurah Rai airport in Bali; Soekarno-Hatta airport in Jakarta; Ir. Juanda airport in Surabaya, Sultan Hasanudin airport in Makasar and Polonia in Medan.

The ASEAN open sky agreement is an air transportation liberalization scheme that took effect in December 2008 and is scheduled to be fully implemented by 2015. The agreement will allow regional air carriers to make unlimited flights to all 10 ASEAN member states — Brunei Darussalam, Cambodia, Indonesia, Malaysia, Myanmar, Laos, the Philippines, Singapore, Thailand and Vietnam.

The agreement will practically remove all barriers for foreign carriers to serve the domestic market, but they will still have to comply with the IATA (International Air Transport Association) regulations.

Indonesia had previously requested that full implementation of the open sky policy be postponed, saying the domestic airline industry was not ready.

When the agreement takes full force, it is likely to start a new era of low-cost regional flights and change the course of countries that protect their domestic markets by barring low-cost foreign carriers.

However, ASEAN member countries are still following a bilateral agreement to regulate the operation of foreign carriers on domestic routes in any member country.

Herry Bakti, director general for air transportation at the Ministry of Transportation, said that both national and local carriers, as well as airport managements, must be ready to enter the new open sky era by improving their facilities and services to compete with regional counterparts.

He said that the five international airports in Indonesia are now ready to take part in the open sky policy.

“We are now implementing major renovations at Ngurah Rai International Airport to accommodate large-body aircraft. If necessary, we will include more airports in the coming years,” Bakti told reporters in Denpasar on Tuesday.

Currently, Indonesia has 29 international airports and 204 domestic airports; around 16 airlines are now plying 220 domestic routes across 107 cities.

There are 11 national carriers, which cater to international routes connecting 12 cities in Indonesia with 23 cities in 13 countries.

“The competition will be very tough, especially with regional carriers such as Malaysia Airlines and Singapore Airlines,” he said.

Bakti said that there are limitations in every airport in Indonesia. Ngurah Rai airport, for instance, only has one runway to fly 20 million passengers annually.

The airport’s annual growth in passengers stands at between 12 and 15 percent.

“Despite the ongoing renovation project, Ngurah Rai airport can no longer be expanded,” he said.

The planned development of a new international airport in Buleleng regency might be the only option for Bali if it wants to attract more airlines and passengers to the island.

“We are hoping that the development of Buleleng airport will start no later than 2017.”

Ida Bagus Ngurah Wijaya, chairman of the Bali branch of the Indonesian Tourism Association, said the inclusion of Ngurah Rai airport to support the implementation of the open sky policy would have a positive impact on the island’s tourism.

“The government, as well as the airlines, has to open new routes connecting Bali with remote regions, especially in the eastern part of Indonesia. This will really support our ‘Bali and Beyond’ tourist programs.”

Separately, Didi Triatmojo, general manager of Garuda Indonesia’s Bali office, said that the company is planning to open new routes from Bali to several cities in easternIndonesia.

“We will use 100-seat capacity aircraft to serve these routes, hopefully by November this year.”

A team from UNESCO will visit locations in Bali next month as part of a final assessment for a potential world cultural heritage nomination, a Bali Culture Agency official says.

“The teams are scheduled to be in Bali Oct. 12-17,” agency head Ketut Suastika said on Saturday in Denpasar as quoted by Antara news wire.

Suastika said that three locations had been nominated as potential world cultural heritage sites, namely Pakerisan water catchment area in Gianyar, the rice paddy field area in Jatiluwih, Tabanan and the Taman Ayun temple in Badung.

“We have been intensively renovating those locations, and especially inviting the local community commitment to support the assessment process,” he said.

The results of the visit will be shared and discussed during the UNESCO assembly in June next year.

South Bali is to get a new 11-kilometre toll road as part of efforts to ease chronic congestion.

A new consortium has been formed to fund and run the Rp2.4-trillion (US$280-million) project, with work expected to begin later this year, it was revealed this week.

The Bali Tourism Development Corporation (BTDC), a government-owned tourism company which manages the Nusa Dua resort area, will be responsible for the project, which will connect Nusa Dua, Benoa and Ngurah Rai International Airport.

“This project will address the severe traffic jams we are experiencing right now,” BTDC operational director I Nyoman Cakra told reporters. “The toll road will provide a better and more convenient route for tourists.”

Cakra said that as well as improving current conditions, the new road would allow for further growth of tourism in Bali.

A construction consortium to invest in the project was founded in August, featuring seven state-owned investors. BTDC will contribute just 1 percent of the funding. Principal investors include PT Jasa Marga, the company which runs most of Indonesia’s existing toll-road concessions and which is contributing 60 percent of the funding; Pelindo III, which runs Benoa Harbour and which will add 20 percent funding to the total; and PT Angkasa Pura, which runs Bali’s airport, and which will contribute 10 percent.

Construction will begin in October, and is planned to be complete by April 2013, ahead of an APEC conference.

Meanwhile, the Bali Environmental Agency announced that it had not received any notification from the developers about the project, and stressed that an environmental impact assessment needed to be carried out before work began. The route of the new road will pass through the mangrove forests on the southeast coast of Bali.

“The document should be submitted to the head of the Environmental Agency prior to the commencement of any construction stage of the project. So far we have yet to receive such documentation,” said agency head I Komang Ardana.

Initial announcement of the plan was made in January. The road will link Serangan, otherwise known as Turtle Island, to the main port area at Benoa, and from there to the airport and Nusa Dua, relieving pressure on the current main highway, Jl Bypass Ngurah Rai, which is scene of some of Bali’s worst congestion, especially around the Dewa Ruci intersection on the outskirts of Kuta.

Bali is an island filled with unique traditions, arts, cultures, and beautiful performances. Dances, play, songs and traditional music performances found in Bali have so many variations. One of the singing performances is kekawin. It is a traditional Bali singing performance and the lyrics are taken from holy Hindu books. We can say that kekawin is like a choir in the church but the difference is that the song lyrics are the holy spells (sentences) written in the Hindu bibles like Sarasamuccaya, Bhagawadghita, and epic stories like Ramayana and Mahabharata. Usually, it is performed during religious ceremonies, kekawin contests, and broadcasted on TV stations.

The group of people who sing kekawin is called Peshantian. Nowadays, there are not many Peshantian here in Bali. It is because kekawin is mainly sung by senior people. The youth seems to be uninterested in singing kekawin. Peshantian is a place to learn and comprehend aksara (Bali letters) in the Hindu bibles and then sing it. Kekawin is written in Latin and Bali letters. It is a little bit difficult to sing it because there is specific pitch, rhymes and intonation in singing kekawin Maybe; it is a reason why Bali young generation doesn’t want to learn it. There are two important persons in Peshantian group when the group sings kekawin. The first person is called Pewirama or the singer. She or he sings kekawin with appropriate rhymes, pitch, and intonation. The second person is called Peneges. He or she is the person who gives meaning or explains the sentence that pewirama sings. So, every time pewirama finishes his or her sentence (idyll), peneges then describes the meaning to the audience in the way of a story teller tells his story. After that, pewirama continues his or her part of sentence and then pewirama describes the meaning again. They do it until kekawin is finished. Before they start and after they finish the kekawin, they always say the Hindu greetings, Om Swastyastu and Om Shanti Shanti Shanti Om.

There is a Peshantian group in Buleleng called Sekaa Shanti Dharma Sraya. The founder of this Peshantian group is Jero Mangku Ketut Kariawan. He gathered about 24 people in the year of 2000 to be members of Peshantian Sekaa Shanti Dharma Sraya. The members of Sekaa Shanti Dharma Sraya are the villagers of Kedis Village in BusungBiu sub district. They are middle aged men and women and they have great ability in singing and comprehending kekawin. Jero Mangku Ketut Kariawan’s purpose in gathering the villagers of Kedis village into a Peshantian group was to preserve kekawin. The group often performes on local TV stations in Bali. They also have won many awards in Peshantian contests conducted by the government culture and tourism board.

Moreover, there are many valuable moral values in kekawin that can teach us the meaning and the purpose of our lives. The stories taken in kekawin are stories of Ramayana and Mahabharata like the stories of Arjuna Wiwaa, Karnantaka, and etc. The stories consist of morals, etiquette, kindness, heroism, bravery, honesty, and reality.

Therefore, Jero Mangku Ketut Kariawan hopes that the young generation will have more interest in joining peshantian. The young generation in this era seems to be careless about this traditional music art inherited from the ancestors. They should preserve this art because if they don’t, who else? At least by joining peshantian the young generation can show their gratitude to their ancestors and moreover, they can learn many precious things in peshantian. Although singing kekawin is not an easy thing, but through persistance, Jero Mangku Ketut Kariawan believes they can do it.

A team of marine biologists from Conservation International have described eight new species of tropical reef fish and a new species of coral in the waters surrounding Bali.

“We have carried out a marine survey in 33 sites around Bali island and have identified 952 reef fish, and among them we discovered eight new species,” said the team’s senior adviser, Mark Van Nydeck Erdmann.


The group of scientists was conducting a survey of 33 diving sites around the island and logged 350 hours of diving. The team included what many consider top experts in their respected fields. The group categorized the sites as designated marine areas, which should be protected due to the abundance of biodiversity found in those sites.
“Eight of the 952 species have never been found anywhere else in the world,” Erdmann said.

Included in the new discovery are a species of cardinal fish in the genus Siphamia, a congrid eel in the genus Heteroconger found in Pemuteran 7-10 meters underwater. A new species of combtooth blenny in Gilimanuk and sandperch in Nusa Dua were also described for the first time.

They also were able to discover a new species of goby and dottyback in the genus Grallenia and Manonichthys respectively off the coast of Tulamben. The scientists were also able to identify new deeper water species in Candidasa with a type of cardinal fish in the genus Apogon at 70 meters below the surface and a dottyback at 20 meters.

The team was also able to identify 393 coral species and discovered two new corals previously unknown to science. The new corals represented the genus Euphyllia and Isopora found at a depth of 40 meters around Padangbai and Amed.

“For Euphyllia sp., we are pretty sure that it is a new species,” Erdmann said, adding that Euphyllias are a genus of bubble coral. “Globally, there are eight species of bubble coral. The one we found in Padangbai is different from the eight species. This is the ninth one,” he said.

All the new species have yet to be named and formally entered into taxonomical record.

The 2010 Citbank - Ubud Writers & Readers Festival theme is ‘Bhinneka Tunggal Ika : Harmony in Diversity’, the Indonesian national motto originating from the Sutasoma, an ancient Javanese text which advocates respect between all people, across religious, ethnic and social divides. From October 6 - 10, the brightest global writers will come together to debate the issues that divide and unite us, in a celebration of stories and voices.

Festival in previous years are always held with great fanfare, SVF will be held on the beach of Segara Ayu and Sanur Inna Grand Bali Beach, on August 4 to 8, 2010.

The Theme of the festival this year is "Saha Nuhur", which literally means "zeal to visit certain places." By tracing the history that made the festival committee, said, "Saha" and "Nuhur" is the root of the word "Sanur" which has become a coastal area in Denpasar city's east side.

"The use of Saha Nuhur as the festival theme this time was for visiting the past at which time it was the center of Sanur and forging search of spirituality. From there expected to radiate the spirit to visit myself in the search for peace and whatever be their own life goals, "said Ida Bagus son Sidhartha MBA, chairman of the committee SVF 2010, which brought about this year's theme.

As in previous years, 2010 SVF held a series of very young art activities, sports, health, culinary, plant exhibition, art installations, and environmental preservation activities. The activities include: Golf Tournament, Food Bazaar and Festival, the Festival Bulk Yoga, Kite Festival, of Underwater, Beach Football Competition, Water Sports, Bike Casual, Collaboration and Puppet Music, Photography Contest, Annual Cooking Competition ICA, Bonsai Exhibition and Competition, Fashion Show and Music Performances.

Bali is remains a tourism icon of Indonesia. In the midst of government efforts to pursue targets seven million of foreign tourists in 2010, a leading travel magazine based in New York, Travel & Leisure, awarded "World Best Island in Asia 2010" to the island resort, Bali

The award presented in the "World's Best Award 2010" show in New York, Wednesday afternoon (21/7/2010). Hotel Four Seasons Resort Bali at Jimbaran also received an award for the category of "World Best Hotel Spas in Asia 2010". Awards in various categories are also provided to approximately 100 award recipients from all over the world. Fuad Adriansyah representing the New York consulate to accept the award for the Bali as "Best Island in Asia 2010". Awards were presented by Nancy Novogrod, Editor in Chief Magazine Travel & Leisure, and Mr. Jean-Paul Kyrillos, Publisher Travel & Leisure Magazine. 

Determination of winning this annual award was obtained through the survey results during the period December 15, 2009 until March 31, 2010 to experience travel magazine Travel & Leisure readers based on several criteria. Meet the criteria, the island of Bali as the best because its natural state is uniformly attractive (both mountain and coastal areas), tourism objects are diverse and spread out, the availability of restaurants / food (international and local) and its people are friendly and valued friends.

In addition to the Best Island category and Best Hotel Spa, winner of several other categories, such as the best city, best hotels, destination spa, golf best resorts, cruise lines, airlines, agents up to the best car rental place. Some categories are still divided into regional, such as the United States and Canada, Europe, Asia, Australia / New Zealand / South Pacific, Caribbean, and Central America / South.

In a press release the New York consulate, Fuad said that the success of Bali for the umpteenth time earned as the best island would need to welcome. This is to boost tourism industry in Bali and, more important, he says, is the tourism industry in Indonesia.

"This success is of course also be utilized by the Consulate General in New York as the capital to continue to promote tourism in Bali and Indonesia in general to the U.S. public," he added.

The Indonesian Government has provided a facility for tax refund since May 1st 2010. Now, if you visit Indonesia, you may get your tax refund if you purchase some goods in any retailer with “VAT Refund for Tourist” logo.

At this moment, only eight retailers provided with “VAT Refund for Tourist” logo. Those retailers are :

Pasaraya, Blok M, Jakarta 
Sarinah, Thamrin, Jakarta 
Metro, Pondok Indah Mall, Jakarta 
Metro, Plasa Senayan, Jakarta 
Keris Gallery, Terminal 2D Bandara Soekarno Hatta, Jakarta 
Batik Keris, Discovery Mall, Bali 
UC Silver, Batubulan Gianyar, Bali 
Mayang Bali, Kuta Square, Bali 
Soon, the Indonesian Government will add more retaliers on the list.

Am I eligible for VAT Refund?

If  you are not an Indonesian citizen or not a permanent residet of Indonesia – who lives or stays in Indonesia not longer than two moths, then YES, you are valid for VAT Refund.

But VAT refund are not valid for an airlines crew, so if you are an airlines crew, you are NOT eligible for VAT Refund.

Accompanied Baggage (goods)

Goods must be purchased from shop with VAT Refund for Tourists label by showing your passport, and you must have valid tax invoice – attached with one payment receipt – from the shop. (or you can ask the shop’s sales team) 
Food, beverage, tobacco products, explosive goods, and any goods that are prohibited to be taken onto an aircraft are excluded for VAT Refund 
A minimum amount of Rp 500,000 on VAT or Rp 5,500,000 on your total spendings in one valid tax invoice from a shop with the same purchase date. 
Goods are purchased within one month before departing from Indonesia 
VAT Refund payment options

Cash :
VAT refund is given in cash (IDR currency) if the amount does not exceed Rp 5,000,000

Transfer payment:
When the VAT refund is in excess of Rp 5,000,000, the refund will be made by transfer. You must provide your bank account number, account name, address, bank routing number, designated bank for transfer and requested currency for the refund.

Exceptional circumstances:
If the amount of VAT refund is more than RP 5,000,000 but you does not want to be paid by transfer payment, then  the amount of Rp 5,000,000 will be refunded in cash and the excess of VAT Refund balance is not refundable

Claim Procedure

You may only claim the VAT Refund in the airport on the date of your departure. At this moment, Indonesian Government only have two airports where you can claim VAT Refund, there are Soekarno-Hatta Airport in Jakarta and Ngurah Rai Airport in Bali.

The steps are:

Submit both valid tax invoice with the receipt that the retailers gave to you to the VAT Refund Counter at the airport; 
Show your passprot, airline ticket/boarding pass, and the goods that you purchased; 
Receive VAT refund in cash or transfer payment 
Where I can find the VAT refund counter?

The VAT refund counter are located before and after check-in counter in International Departure Terminal. For further information about its location, you may ask the airport officer.

Two Russian airlines – one of them the Soviet-era flag-carrier Aeroflot – could be flying regular services to Bali by year’s end with the announcement last weekend that the transport ministry is set to approve operating licences.

State-owned Aeroflot and private airline Transaero – which has already been operating twice-weekly charter flights from Moscow – are expected to start scheduled services by December, when the peak Russian winter holiday period begins.

Flight permits for the two Russian airlines were part of an aviation service cooperation agreed upon by Indonesia and Russian at a meeting in Russia on April 29-30. A transport ministry official said a memorandum of understanding (MoU) signed in Jakarta some time ago had been upgraded to a record of discussion (RoD) containing a number of agreements related to exchange of traffic rights, code sharing arrangements, aircraft leasing and associated matters.

With a code share agreement, national flag-carrier Garuda could promote and sell flights to Moscow, Vladivostok, St Petersburg and Novosibirsk on Aeroflot services.
In turn, Aeroflot could sell connecting flights from Bali to Jakarta, Solo and Manado on Garuda flights.
Aeroflot now flies almost exclusively Boeing and Airbus aircraft on international routes. Transaero also uses Boeing jets.

The Jakarta Globe carries the news that visitors to Bali can now expect yet another delay in the notoriously long lines at customs and immigration at Bali's Ngurah Rai Airport with the introduction of a mandatory fingerprinting for tourist visitors.

The head of immigration's sub directorate for Information-systems, Rohadi Iman Santoso, has announced the new requirement to be introduced at Bali's airport, with subsequent implementation planned at all international gateways in Indonesia.

The fingerprinting, carried out with ink-less electronic fingerprint readers, will only be required for those using short-stay visas. Foreigners who have permanent or temporary stay permits and who have already been fingerprinted in the process of obtaining their residency in Indonesia are exempted from the new requirement. Children under the age of 14 and those traveling on diplomatic passports are also exempted from the requirement.

Rohadi also announced that tourist visitors would also be photographed using a system that completes the process in 2 minutes.

Rohadi acknowledged that the new requirement will add to the delay for those processing through Bali's immigration and customs process. Only 10 of the 23 immigration counters at the airport will be initially equipped with the fingerprint scanner.

The system will be introduced nation-wide by July 2010 with scanners then in place at 21 airports, five seaports and at the border-crossing between Malaysia and Indonesia at Entikong. The trial introduction now underway is fingerprinting visitors arriving in Bali, Jakarta, Yogyakarta and Solo.

The immigration department has apparently seen little need to socialize the new fingerprinting system with Surya Dharma, a spokesman for the Ministry of Culture and Tourism, and Ngurah Wijaya, the head of the Bali Tourism Board, claiming no knowledge of the new system.

Biometric screening procedures are already in effect in a number of countries such as Australia, Canada, New Zealand, South Africa, Spain and the United States.
